Expressing his joy when the Party leader in the article “Radiant Vietnam” “hit the nail” on the existing problems of the Party and the country, the excellent teacher, Hero of Labor in the Renovation Period, former 8th Congress of the Party, Chairman of the University Council - Duy Tan University Le Cong Co emphasized: looking back at the 7 groups of solutions of General Secretary To Lam, I think that the leader of our Party looked straight at the truth to solve practical problems; that is truly innovation to enter the era of national development.

“Hitting the nail” on the existing problems

The excellent teacher, Hero of Labor in the Renovation Period, former 8th Congress of the Party, Chairman of the University Council - Duy Tan University Le Cong Co shared: The article “Radiant Vietnam” by General Secretary To Lam helped me look back at the process of formation, struggle and development of the Party. As a Party member, a special force, who participated in the resistance war against the US to save the country, I am very happy that the leader of our Party has "hit the nail on the head" on the existing problems of the Party and the country.

In my opinion, one of the factors that contributed to the victory of the nation is Party building. It was from the lessons of the war that helped me realize that we must "build the Party to build the School". Therefore, right from the early days of the School's establishment, I invited a number of retired cadres, who were Party members, to establish the first Party Cell with me as Secretary, under the Quang Nam - Da Nang Party Committee for Civil Affairs at that time. Just like that, wherever the School developed, the Party developed accordingly, taking Party building as the core for the development of the School. Up to now, when we have developed into one of the 9 major Universities in the country, we have a Party Committee with nearly 450 Party members, all of whom have qualifications ranging from Masters to Associate Professors in the field.

In the article, the General Secretary set out the task of continuing to build and rectify a clean and strong Party, resolutely handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and have shown signs of "self-evolution" and "self-transformation"... That is the issue that our Party must regularly and continuously carry out to form strong Party organizations, pioneering Party organizations. As in the war period, wherever there is difficulty, wherever there is great sacrifice, Party members must be present and take the lead, and fight. Looking back at the 7 groups of solutions of the General Secretary, I think that the head of our Party has looked straight at the truth to solve practical problems; that is truly innovation to enter the era of national development. Regarding the issue of streamlining the apparatus, I still remember in 1986, right at the first session of the National Assembly after Doi Moi, I was a National Assembly member of Quang Nam - Da Nang province (old) attending the meeting. At that time, the late Prime Minister Vo Van Kiet said that the whole country had more than half a million employees, if the provinces were separated, the employees could not exceed 1 million people, otherwise they would not be able to support them. However, up to now, we have nearly 11 million people receiving salaries from the budget, 70% of regular expenses are to support this team. It is too heavy, no budget can support such an apparatus. Realizing this reality, our Party, headed by General Secretary To Lam, has set the determination to "strengthen the organization and apparatus of the political system in the direction of streamlining, operating effectively and efficiently, overcoming the cumbersome and overlapping situation". That is the right path, the path that the era is going when AI (artificial intelligence) has developed strongly and remarkably. However, I also have some concerns when the Party's resolution and determination are correct, the implementation in the sectors and localities must also be accurate and standard; how to filter the apparatus, retain talented people. If we do a good job of organizing, linking it with anti-corruption work, policies to support officials, etc., we will be able to "weed out" incompetent officials in the system.

Breakthrough in improving the leadership capacity and fighting strength of the Party

In the 6th task set by General Secretary To Lam, along with Resolution 57 on science and technology, it is the driving force for the country's development, which will change the face of the country. Responding to the General Secretary's policy, Duy Tan University is preparing the necessary conditions for technology and artificial intelligence (AI) to organize the grassroots Party Congress which will take place in March. In which, all processes from voting, introducing personnel... apply AI. The major policies and guidelines on science and technology development of our Party recently have truly "unleashed", creating conditions for universities to develop research, transfer, and apply to practical life.

Recently, the Ministry of Education and Training has also organized the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation with the participation of many major universities across the country, in which it is clearly identified that science and technology development, innovation and digital transformation are decisive factors in the development of countries; are prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of national development. Resolution 57 "paved the way" and is considered a guideline for policies and regulations on science and technology to develop accordingly. Through international cooperation with major universities in the world, looking back, we can see that if we do not innovate and strongly develop science and technology, we will fall further behind. In his article, the General Secretary also clearly stated that the application of scientific and technological achievements to Party building is not only an urgent requirement but also a breakthrough to enhance the Party's leadership capacity and fighting strength in the new situation.

To institutionalize the Party's major policies into practical life, our system of policy mechanisms and laws must also be carried out synchronously. In particular, the National Assembly plays a major role in promulgating legal regulations as well as promptly adjusting policies.
